For all new construction, an application for service should be completed and all required connection fees should be paid in advance. Our Field Inspector will inspect the property and ensure that the sewer line has been installed in accordance with established specifications. If the property does not pass inspection, the Field Inspector will advise what corrections are required to pass inspection. Once the corrections have been made, a new inspection will be completed.
Commercial connection fees will be calculated base on single family equivalents (“SFEs”). A single family equivalent (SFE) is calculated using the South Carolina Department of Environmental Control Guidelines for Unit Contributory Loading for Domestic Wastewater Treatment Facilities –6 S.C. Code Ann. Regs. 61-67 Appendix A (Supp. 2016). Several factors are taken into consideration when determining the estimated average daily flow of a customer, depending on the type of business or establishment and based on determinates in the regulation. The SFE calculation of every customer must take into consideration the maximum potential daily flow to safeguard against hazardous overflows. For example, a restaurant open 24 hours reasonably will have more wastewater flow and a higher SFE count than one that is not; an office building with 50 employees reasonably will have more wastewater flow, and therefore a higher SFE count, than one with only 5 employees.
